Enforcing environmental treaties’ in African, Caribbean and Pacific (ACP) Countries-Phase III (ACP MEAs 3)

Executive Summary The overall objective of the ACP MEAs programme is capacity building in the Africa, Caribbean, and Pacific group of states to address environmental challenges and to secure the benefits of improved environmental management at the national and regional levels. The ACP MEAs programme is possible through a partnership between European Commission (EC), the Secretariat of the African, Caribbean and Pacific Group of States (ACP Secretariat), the United Nations Environment Programme (UN Environment) and the Food and Agriculture Organization of the United Nations (FAO), and regional partners. The first and second phases of ACP MEAs (ACP MEAs 1 & 2) were financed by European Commission’s 9th and 10th European Development Fund (9th EDF & 10th EDF) respectively. Phase 3 of the ACP MEAs (ACP MEAs 3) is financed by the 11th EDF, building on the achievements to further enhance the capacity of ACP countries. UN Environment/Law Division is the overall coordinator and facilitator of the action. Phase 3 of ACP MEAs is comprised of two specific objectives: Objective 1) Strengthening enforcement of and compliance with MEAs related to biodiversity and chemicals and waste cluster and 2) Better management of coasts and oceans and effective implementation of the related regional seas conventions. The Programme beneficiaries include ACP Secretariat, ACP countries and other direct beneficiaries, including national and sub-regional Organisations, Regional Economic Communities (RECs), non-governmental organizations (NGOs), relevant academic institutions, rural and grassroots communities, private sector entities, women’s organizations, youth groups, to name a few.
