Support for UN Environment Programme by the UNEP Copenhagen Climate Centre 2022-2025

UNEP established the UNEP-CCC to support the climate change objectives in its 2022-2023 Medium-Term Strategy. UNEP-CCC represents an evolution of a 30-year partnership with the Danish Ministry of Foreign Affairs that started with the UNEP Collaborating Centre on Energy and Environment and continued through the UNEP DTU Partnership. Over that period, the UNEP Centre has helped UNEP respond to the challenges posed by climate change in a development context, most notably the link between growing energy demand and the resulting climate consequences. UNEP-CCC has recognized expertise and experience providing science-policy advice, global assessments, technical assistance, and capacity building that advance sustainable development and global climate goals. It is an instrumental part of UNEP's mission to deliver compelling science for a low-emission and climate-resilient future and to support environmental decision-making in the areas of climate stability, living in harmony with nature, and a pollution-free planet. This Project Document provides the programmatic, administrative, and financial basis for managing the UNEP / UNEP-CCC relationship. It also makes it possible for UNEP to collect information on results of the broad range of UNEP-CCC activities on energy and climate-related issues so that these can reported under the MTS. The project covers country-level mitigation and adaptation actions, transparency in reporting, institutional development, technology uptake, and financing of climate change responses. The project also supports the implementation of the Enhanced Transparency Framework of the Paris Agreement by providing to developing country institutions capacity building, analytical, policy, and technical support, contributing to the decarbonization, adaptation, and science and transparency subprograms of UNEP’s climate change programme. The project prioritizes working with countries that have expressed a clear and high-level ambition to pursue a low-carbon development pathway. It emphasizes engagement with local stakeholders, including governments, private sectors, civil society, academia, UN agencies, and financing institutions, in order to provide multidimensional solutions to complex climate and development problems. The project adopts a gender mainstreaming approach and promotes strong Sustainable Development and gender criteria in evaluations and capacity building activities. The UNEP-CCC project aims to overcome challenges and opportunities associated with addressing climate change, energy, and development, including lack of governance, knowledge, and capacity for the adoption of sustainable solutions, weak policy and political support, understaffed institutions, inter-ministerial barriers, and contradictions between national and sub-national regulatory frameworks. The project's approach to capacity building considers individual and institutional capacities to address countries' needs and priorities, strengthening capabilities in a range of institutions, and involving diverse groups in society.
