Global Programme for Sustainable Mobility

Transport is an essential industry for providing access to goods and services and enabling economic activity, but at the same time has hard-hitting and negative consequences, on people and planet. The transport sector generates a quarter of the total carbon dioxide emissions and is the fastest growing contributor of greenhouse gases, as well as contributing to air pollution which kills seven million people a year and road fatalities which will 1.3 million people every year. Countries are seeking solutions to both continue to address mobility demands whilst also reducing the negative impacts. Women and men have different mobility needs which can have negative consequences when overlooked in transport planning and delivery and women are also underrepresented in the transportation work force and decision making. A global shift to more sustainable mobility in the transport sector which is gender sensitive is essential to support achievement of the SDG’s and contribute to addressing the planetary crises detailed in UNEP’s 2022-2025 Medium-Term Strategy. The Global Programme for Sustainable Mobility will focus on supporting low- and middle-income countries and influencing the global sustainable mobility sector and contributing to achieving UN global objective and achievement of the SDG’s. We will focus on four work areas based on our competitive advantage, expertise and available donor funding: active mobility, fuels & vehicles, electric mobility and transport digitalization and cross-modal integration. All underpinned by the widely accepted Avoid-Shift-Improve transport framework. Through each work area we will support countries to shift to more sustainable mobility approaches through baseline assessments, stakeholder consultation, demonstration projects and development of cleaner mobility policies, strategies, regulations and other frameworks/measures. The exact focus will be dependent on country priorities and needs and donor priorities and funding availability. This will result in four outputs of new policies in our four work areas. Ultimately, these outputs will contribute to the project outcome: more sub-regions & countries develop and adopt policies, strategies, regulations and other frameworks for sustainable mobility and the global mobility industry prioritize sustainable interventions for mobility. We will ensure considerations of gender and other vulnerable groups throughout the project activities as applicable. We will focus on national level policy change, but dependent on country and donor priorities and resources available we will also support at city level. We will also work on regional and global momentum and influencing the global climate agenda and share results widely. This project contributes to and supports the UNEP Sub-Programme on Climate Action and the Sub-Programme Pollution Action Sub-Programmes. It will also support implementation of the first ever Sustainable Mobility Resolution (UNEP/EA.4/Res.3) that was adopted at the fourth session of UNEA and contribute to the sustainable infrastructure resolution (UNEP/EA.4/RES.5) and resolution UNEP/EA. 5/11 on cleaner fuels and used vehicles. It also compliments UNEP/EA/Res5/12 mineral and metal life cycles. The project will be implemented in close collaboration with UNEP’s Regional Offices including dedicated transport professional staff members embedded within the Regional Offices for Asia and Latin America and the Caribbean. We will also co-ordinate with colleagues UNEP wide and other UN agencies. In addition, the private sector will be engaged. This will result in the High-Level Desired Results as per the UNEP Programme of Works: • 1A- Decision makers at all levels adopt decarbonization, dematerialization and resilience pathways. • 1B- Countries and stakeholders have increased capacity, finance and access to technologies to deliver on the adaptation and mitigation goals. • 3C - Releases of pollutants to air, water, soil and the ocean are reduced. And ultimately reach our desired impact: A global transition to zero emission sustainable mobility for a pollution free planet and climate stability (which is gender responsive). This project will support 34 countries all over the world over a five-year period. Specific country needs are documented during baseline assessments for the individual countries. The key comparative advantage of UNEP in working on the mobility issues outlined in this project is that it is a neutral partner that can convene governments, private sector and civil society to agree on the policies and actions needed to transition to sustainable mobility and to advise governments on policy options to support no and low emissions policies.
