HCFC phase-out management plan (stage II) (extruded polystyrene foam sector)

The project aims to support China in implementing the seventh tranche of the extruded polystyrene (XPS) foam sector plan under stage II of its HCFC Phase-out Management Plan (HPMP). It seeks US $1,000,000 in funding, plus US $70,000 in agency support costs, to continue phasing out HCFC consumption in the sector. With a total adjusted funding of US $44,939,952 approved for 2021#2026, the plan focuses on regulatory interventions, technical assistance, and financial support for the conversion of 21 enterprises to alternative technologies. These efforts will eliminate 466.32 ODP tonnes of HCFCs, while an additional 930.68 ODP tonnes will be phased out by non-assisted enterprises. The seventh tranche specifically includes a progress report, a 2025 implementation plan, and a verification report, ensuring compliance with the Agreement between China and the Executive Committee.
