Accelerating the Global Shift to Energy Efficient and Climate Friendly Appliances and Equipment
To significantly increase and accelerate the climate and development benefits of the Paris Agreement by increasing the global deployment of energy-efficient and climate friendly solutions for appliances and equipment with a focus on emerging and developing economies. Participating beneficiaries (inc. governments; financial institutions; global/regional/national energy, environment, procurement, finance, industry and related entities & ministries; national standards institutions & testing laboratories; training & educational institutions) receive technical assistance empowering them to pursue a fast-track transition in a proven, integrated and environmentally-sound manner so that old electrical products and market practices are replaced sustainably to meet eco-efficient current international norms. Sustainable Development Goal 7 (SDG7) calls for “affordable, reliable, sustainable and modern energy for all” by 2030, and doubling the global rate of improvement in energy efficiency by 2030 is one of its three core targets. The global transition to efficient appliances and equipment is key to achieving this goal. High-impact appliances and equipment, such as residential refrigerators, air conditioners (A/Cs), electric motors, and power distribution transformers will account for over 60% of global electricity consumption by 2030. For example, the refrigerator stock in developing countries is expected to more than double by 2030 to 1.6 billion units. Without intervention, the vast majority of these appliances will be bought and sold without any efficiency standard. UNEP’s United for Efficiency (U4E) initiative is a global effort supporting developing countries and emerging economies to move their markets to energy-efficient appliances and equipment. It was established in 2010 (under the en.lighten initiative) and originally focused on the transition to efficient lighting worldwide. Building on the success of en.lighten, U4E broadened the scope to other high-efficiency product categories, such as commercial, industrial and outdoor lighting, residential refrigerators, A/Cs, electric motors, distribution transformers, and information and communication technologies. The U4E initiative is within the Energy & Climate Branch’s Global Climate Action Unit. This project document is a continuation of two recent UNEP projects, which are soon coming to their administrative closure: • Global Environment Facility (GEF) project #9337 - Global Project to leapfrog markets to energy efficient lighting, appliances and equipment”: This project includes global components of the UN Environment-GEF programme “Leapfrogging markets to high efficiency products (appliances, including lighting, and electrical equipment)”. The Global Leapfrogging Project develops the resources and provides training to countries/regions in order to support the full transition to energy efficient lighting, appliances and equipment. • “Building high-level support and capacities to enhance climate and ozone protection through cooling efficiency” (PIMS 01992): The project includes U4E and OzonAction-led Twinning Workshops on Energy-Efficient and Climate-Friendly Refrigeration and Air Conditioning, which brought together 120+ countries in regional workshops and global level events. Additional project outputs included regional policy harmonization, tools development (such as global model regulations, product registration prototype, country savings assessments) and national level market transformation. Activities under PIMS 01992 have primarily been funded by the ClimateWorks Foundation’s Clean Cooling Collaborative (CCC) and the UK Department for Environment, Food and Rural Affairs (Defra). The combined administrative approach reflects the continuation of the operational approach that has been framed under U4E, which focuses on the market for end-use products of appliances, lighting and electrical equipment. This allows for long standing partnerships with governments, as well as public and private sector partners, to fully transform markets on the focus products consecutively in a timely manner. U4E proposes continued interventions following a well proven integrated policy approach to build on the strong momentum to greatly enhance and widen the uptake of strategic market transformation and technology procurement programmes for eco-efficient electrical products. The project is divided into three levels of intervention: Global Tools & Advocacy; Regional Harmonization; National Market Transformation. See the Theory of Change for further of information.
