Le PREAT constitue une émanation du PIET (Plan Intérimaire de l'Education au Tchad) afin de contribuer aux efforts du Gouvernement visant à préserver et à élargir l'accès à l'enseignement primaire et d'améliorer son taux d'achèvement (de 45,5% en 2016 à 48% en 2020) et d'augmenter le taux d'alphabétisation. En effet, les faibles performances du système éducatif expliquent la prédominance d'un analphabétisme doublement inquiétant : selon les données de l'UNESCO, le Tchad présente le taux d'alphabétisme des jeunes le plus faible au monde après le Niger (30,8% en 2016) et il s'est aggravé durant les dernières années.
