The EU4Recovery Phase II builds on the first phase and takes into account also the final evaluation and midterm review findings, and will focus on recovery initiatives in the framework of three specific objectives: 1: Local authorities are better prepared to meet the challenges of recovery – including reconstruction, returns, resilience and reform processes. 2: Human capital development and socio-economic recovery are enhanced. 3: Social cohesion and the social contract are strengthened.
