UN CEB Financial Statistics · 2024 accounts

Plan vs Actual

A budget is what an entity plans to spend; expenditure is what it actually spent. This page sums, without adjustment, the source CSVs that the UN System Chief Executives Board (CEB) publishes from member entities' audited accounts.

IATI budgets (2024–2026 plans) and CEB expenditure (single-year accounts) use different reporting systems, coverage and periods. They are therefore placed side by side and never subtracted or divided. The only ratio shown is expenditure ÷ revenue, computed within the same source and year.

What the 2024 spending was for

Plan and actual, entity by entity

On the left, the 2024–2026 budgets this site collected from IATI (three years combined); on the right, CEB expenditure for 2024 alone. Because the periods and bases differ, a larger figure is not evidence of waste and a smaller one is not evidence of under-delivery. The judgement belongs to world citizens.
